Position Description

 Position Title: Community Development Manager –1 each Foster and Kinship Care, Holistic Outreach Services, Wandurra, Youth Programs

Location: Rockhampton

Employment Status: Full Time – Contract – Remuneration: $70-$75K + salary sacrifice benefits

Reporting to Executive Officer – Professional Practice

  • Achieve positive community outcomes as specified in the program service agreement/contract
  • Be responsible for overall management and operationalising the service agreement
  • Be accountable for effective day to day program/service delivery and coordination that achieves positive community support and efficient use of resources
  • Ensure program delivery and team performance meets quality assurance and accreditation standards and reporting accordingly
  • Provide line management and work allocation to team members and provide support and leadership in the achievement of high quality work practices and individual and team KPIs
  • Coordinate case management and manage own caseload
  • Develop and monitor procedures to achieve continual improvement of service levels and outcomes
  • Develop and maintain productive working relationships with agencies and other service providers to ensure the program is promoted and well respected and that clients benefit
  • Be responsible for growing the program so more clients can benefit
  • Manage and report on budget
  • Monitor outcomes and issues and provide reports and advice to Executive
  • Work at all times to advance the reputation of CQID and undertake additional relevant duties as required
Essential Criteria – Qualifications/Skills
  • Aboriginal or Torres Strait Islander heritage and/or extensive community and cultural connectedness and endorsement of a recognised local Aboriginal or Torres Strait Islander person
  • Minimum of a Higher Certificate of Education or experience appropriate to the role and a willingness to attain relevant qualifications
  • An awareness and understanding of Indigenous communities and cultures and the historical and contemporary issues relevant to the needs of Aboriginal and Torres Strait Islander clients, and proven capacity to communicate appropriately
  • Knowledge of relevant strategies, legislation and best practices including Health and Safety and team work requirements
  • Proficiency in MS Office, use of contemporary office equipment and data entry.
  • Current C Class Drivers Licence, Blue card
  • First aid and CPR (or willingness to acquire during probation)
  • Police Check
Essential Criteria – Experience The Community Development Manager will demonstrate experience in:

  1. Operationalising service and funding contracts.
  2. Leading the delivery of community support services and case management to Aboriginal and Torres Strait Islander people including needs assessment and reporting and building relevant linkages/networks
  3. Organising, administration and team leadership
  4. Effective liaison with relevant government and non-government services in support of positive client outcomes.
  5. Problem solving and effective communication including interpersonal and written communication
  6. Positive relationship development with a range of internal and external stakeholders
  7. Capacity to develop and grow programs so more clients benefit
  8. Excellent time management and adherence to reporting and data collection requirements with the ability to multitask and prioritise work to meet deadlines
